Starting next month possessing marijuana paraphernalia will no longer be a crime in the state of Maryland. The General Assembly turned over five of Governor Larry Hogan’s vetoes to pass this law.
Among the decriminalized items include rolling papers, pipes, and bongs. Marijuana in small amounts is already only a civil violation; however, previously those caught with a joint would receive a civil violation and a fine for the marijuana but could also face criminal misdemeanor charges for the possession of the rolling papers itself. This law closes that loophole.
